"In connection with this sale." Those four words came in a letter that Westminster Mall LLC, the company that owns TownMall of Westminster, sent to its tenants last month, according to Westminster Wire. The letter named no buyer and no closing date. Some tenants say they never got it.
The same building at 400 N. Center St., which opened in 1987 as Cranberry Mall, now has more Halloween under one roof than anywhere else in Westminster. The season is the work of the mall's tenants, and the businesses involved say it is bringing in people who had never walked through their doors before.
What the letter asks for
The letter asked tenants to sign and return "estoppel certificates" within 30 days. An estoppel certificate is a short document in which a tenant confirms the basic terms of its lease, such as the rent and how long the lease runs. Buyers and lenders usually collect these before a commercial property changes hands. So the letter shows that a transaction is being prepared. It does not say who is on the other side or when it might close.
Westminster Wire reported that the company managing the mall had not answered questions the outlet sent on Oct. 2 about a pending sale, a buyer, or what tenants and shoppers should expect. The outlet's Oct. 10 newsletter still reported no buyer and no closing date. Nothing public has gone further than that, and this post doesn't either.
The tenants built the season themselves
Hera's Nightmare is the centerpiece, an indoor haunted attraction inside the mall with four walk-throughs this year:
- The Curse of Hexen Hollow, a witch-themed haunted house
- Asylum: Midnight Ward, new for 2026 and set in a haunted psychiatric hospital
- Bite Fight, a walk-through battle between vampires and werewolves
- The Horror Vault, a selfie-style walk-through built from past haunts' sets, expanded this year
There are three ticket tiers. General admission covers the three haunted houses, the combo adds the Horror Vault, and VIP adds fast-pass entry, photo ops and a new lounge. Prices are listed at herasnightmare.com. Hera's Nightmare also runs a spooky gift and consignment shop in the mall all year, so this is a tenant that stays past October.
The other tenants are working with it. Another World Virtual Reality has partnered with Hera's Nightmare this season and offers special pricing to haunt ticket holders. A sign in the mall lists "Hospital of Horrors" at $15 per person and a zombie experience at $30 per person. R/C Theatres Westminster Movies 9, the mall's nine-screen theater with all recliner seating, is holding a $5 Mystery Movie Horror Edition on Monday, Oct. 12, at 7 p.m. The film is rated R and isn't revealed until the lights go down. For R-rated films, the theater requires anyone under 17 to be with an adult 21 or older for the whole movie. Showtimes are on rctheatres.com.
For costumes, Spirit Halloween has its seasonal store in the mall. Rita's Closet has brought back its Halloween rack, where everything is $10 or less, including old wedding dresses for a zombie bride. Through October it is also taking 25% off orange, brown and gold dresses, excluding clearance. Rita's Closet is open Thursday through Saturday from noon to 7 p.m. and Sunday from noon to 5 p.m. In the food court, Vinny's Pizzeria has reopened with pizza, subs and Indian food. An employee gave its hours as 11 a.m. to 8:30 p.m. every day except Sunday, when it closes at 6 p.m. Another World VR's cafe is open on weekends and for special events.
The clearest numbers come from Sew 'N Sweep, the sewing machine and vacuum shop. All 30 spots for its free "Stitch or Treat – A Haunted Makers Night" on Saturday, Oct. 17, from 6 to 8 p.m. filled well ahead of time, and the store isn't taking walk-ins. Owner Johannah Doll told Westminster Wire it is the largest event the shop has held. Sew 'N Sweep's Liz Morin estimated that about 90% of the people on the list are new to the store, and Doll looked them up to check. Some are coming from as far as Baltimore and Pennsylvania. Doll also told the outlet that people heading to Spirit Halloween have been wandering into other stores. Morin said the season has brought more people through the mall, especially in the evenings and on weekends.
A seasonal costume chain, a haunt, a VR arcade and a theater bring people in, and the smaller shops between them get a crowd they don't usually see.
How the remaining weeks line up
The mall carries most October weekends on its own. In the last week of the month, the rest of Westminster joins in, much of it along the same Center Street corridor. The Carroll County Farm Museum sits at 500 S. Center St., the opposite end of the street from the mall's 400 N. Center St. address.

At the Farm Museum, the Trick or Treat & Evening Lantern Walks evening splits in two. Children's trick-or-treating runs from 5:30 to 7:30 p.m., and the adult lantern walk at 8 p.m. requires preregistration.
Halloween Saturday, in order
Oct. 31 falls on a Saturday this year, so the mall and the Ag Center both run full schedules. In time order:
- 1 p.m., TownMall Center Court. Mall-wide trick-or-treating begins. Children can pick up a free drawstring bag while supplies last, and the flyer says the event runs "until the candy runs out."
- 2 to 10 p.m., Carroll County Ag Center corn maze. The maze is cash only. It is free for ages 4 and under, $5 for ages 5 to 15, and $10 for ages 16 and over, with group rates available. The schedule is on the Ag Center's event page.
- 7 to 10 p.m., Hera's Nightmare. Haunt parking is between Belk Outlet and Boscov's.
The season closes on Sunday, Nov. 1. The corn maze is open from noon to 6 p.m., and Hera's Nightmare has its final night from 7 to 9 p.m.
After Nov. 1
The mall already has a date on the holiday calendar. R/C Theatres Westminster Movies 9 will hold its annual holiday showing of The Polar Express on Saturday, Dec. 5, at 10 a.m., with $1 tickets going on sale soon, according to Westminster Wire's Oct. 10 newsletter. Whether a sale closes before then hasn't been reported.
Downtown, San Sushi is getting closer. The restaurant, coming to 172 E. Main St. with chef Bruce Sesum and partner Anita Wong, was hiring front- and back-of-house staff as of Oct. 10. In July, the pair told Westminster Wire they were aiming for a fall 2026 opening once building, health and liquor approvals came through. No opening date has been announced.
Elsewhere in Carroll County, two November dates are set. Sykesville's tenth Craft Beer Festival runs on Main Street on Nov. 14 from noon to 4 p.m., with beer sampling, live music, food trucks and free shuttles. The event listing said tickets were not yet available. A week later, the Union Mills Homestead Christkindlmarkt runs Nov. 21 from 10 a.m. to 4 p.m., with $5 admission, according to Carroll County Tourism.
For TownMall, the next public facts will come from the sale itself: a buyer's name, a closing date, or word from the owner about its plans for tenants. Until then, the October schedule above is what's confirmed.
Questions about a sale like TownMall's, like what an estoppel letter signals or how a change of ownership can affect the businesses nearby, come up often for people who own property in Carroll County.
